Electing a president is democracy- but the process does not appoint a dictator

A chant in a whipped-up, frenetic campaign rally can be exciting, but in our American democracy, we have procedures to adhere to in order to build a wall or roll-out any national program or policy.
If the voters feel strongly enough about building a wall, then they can encourage their representatives to fight for it.
Bills are formulated, deliberated and voted on. Apparently, building a wall for President Trump is not that popular or the majority the Republicans had for two years would have already sealed a deal.
Electing a president in the United States does not turn our country into a dictatorship. Why does either party feel they can shut down the government, withholding money from Americans, in an effort to force an unrelated initiative? It is sad that we’ve gotten used to this tactic.

We debate whether or not a wall should be built, rather than why it makes no sense to allow any party the use of shutdowns for political purposes.
